I understand it as the following:
If you have an intolerance, that can mean discomfort in digestion, gas, bloating, general discomfort and pain without having a true allergy. Think about people that are lactose intolerant. They have trouble digesting, diareah, etc….
Allergy is more where you have a reaction like blood in stool, rash, and in severe cases anaphalaxis (sp???) etc….
She is not even 1 so allergy testing is not reliable and there are also many false negatives, so that is not really very reliable anyway. If she is generally fussy and can not be happy or comfortable on milk products, then I would say regardless if it is intolerance or true allergy, it really doesn’t matter, as you should avoid those foods all together.
Hopefully someone else might explain it better, but this is how I understand it to be.
